Meet ADA

The Adaptation Consortium (ADA) is a partnership between state and non-state actors working closely with national government institutions, county governments and communities to mainstream climate change and climate finance into development

The Consortium designed the County Climate Change Fund (CCCF) mechanism and piloted it between 2011 and 2018. The CCCF is a legal and institutional framework for addressing climate change at the subnational level.It constitutes a Fund under the discretion of the county government that enables them them to set aside a percentage of own revenue and mobilise funds from a variety of sources including public and private, national and local for addressing climate change in the County.

The CCCF also constitutes county and community institutions to manage the fund, incorporates a climate information services framework, capacity building and a monitoring and evaluation framework. Following successful implementation in the pilot counties of Garissa, Isiolo, Kitui, Makueni and Wajir Counties, it is now being implemented in the rest of the Counties in Kenya.

ADA supports county governments to develop innovative mechanisms for accessing climate finance including market mechanisms (green and blue bonds; carbon trading; debt swaps), multilateral funding/grants, private sector, sovereign bonds and carbon taxes.

ADA is a founding member of the DCF Alliance, a network of institutions implementing devolved climate finance Mechanisms across several countries. The Alliance aims to promote and uphold the key premises of DCF to ensure high-quality implementation, build the capacity of partner institutions, and share emerging knowledge and learning between partner countries to strengthen the evidence base for DCF

Based on the experience and lessons learnt during the CCCF pilot, ADA contributed to the formulation of the globally agreed Locally Led Adaptation principles

Our partners include Council of Governors (CoG), Climate Change Directorate (CCD), the Climate Finance and Green Economy Unit in the National Treasury, National Drought Management Authority (NDMA), the Kenya Meteorological Department (KMD), State Department of ASALS and Regional Development, and the Kenya School of Government (KSG), among others
